Dear Resident,

I will be on foot patrol around the Fulston Manor area today ensuring safe parking is adhered to and if not, warning notices will be given and / or penalty fines.

I have received a number of complaints over the past few weeks and months  regarding continuous dangerous parking taking place in the Brenchley Road and Eden Village area.

At this stage I would like to give all residents polite advice to be respectful when parking your vehicles and please ensure that you do not obstruct the road OR the pathways. The pathways / pavements must have enough room for a double buggy / pram or a wheelchair to be able to pass down the pathway without having to go in the road. This is for the safety of all the community.

Failure to comply with this will be wilful obstruction and robust action will be taken on any offenders.

Highways Act 1980 - penalty for wilful obstruction

Section 137 of the Highways Act 1980 makes it an offence to wilfully obstruct the highway.

137(1) If a person, without lawful authority or excuse, in any way wilfully obstructs the free passage along a highway they are guilty of an offence and liable to imprisonment for a term not exceeding 51 weeks or a fine or both.

If a vehicle is wilfully obstructing the highway and the vehicle is unattended, and after reasonable steps have been taken to locate and speak with the owner are unsuccessful, the vehicle may be seized.
